Store state errors

• For a store closed for unpaid invoices, you get 402 with the code store_closed_for_payment.
• For a closed, on hold or deleted store, you get 403 with the code store_closed, store_on_hold, store_closed_by_admin or store_deleted.

• In MCP, the same error is returned as the tool result.
