New endpoints and a REST hook event expose a store's abandoned carts.

# Abandoned carts

* `GET /abandoned-carts` lists the store's abandoned carts. See [Abandoned carts listing](/store-admin/abandoned-carts/listing).
* `GET /abandoned-carts/{id}` returns one cart. See [Get abandoned cart](/store-admin/abandoned-carts/get).
* Both need the new `read-abandoned-carts` scope.
* The `cart.abandoned` event fires when a cart is flagged as abandoned. See [REST Hooks](/store-admin/resthooks/overview).
* The MCP server has two new tools: `list_abandoned_carts` and `get_abandoned_cart`.
